COUNCIL PRESIDENT CLARK'S BIOGRAPHY...

REPRESENTING ALL OF
NEW CASTLE COUNTY

Paul Gregory Clark, 51, a lifelong resident of New Castle County, DE, was elected president of New Castle County Council, in November of 2004.  Paul has two adult daughters.  Paul and his wife, Pam Scott, live in the Pike Creek area.

 

A graduate of Conrad HS (1974) and the University of Delaware (1978), Paul spent most of his professional career in retail management, and his early years in education, teaching in New Castle County School Districts.  He was a Manager for Boscov’s Department Stores when he left the private sector for public service.

Paul regards County Government as a local service government, providing services in Public Safety (police, paramedics and 911 center), Land Use,  Community Services (Senior Services and Libraries) and Special Services (Public Works, Parks, Sewer and Drainage).  Good common business sense is the core operating principle that has driven Paul’s agenda in County government.  “My goal is to make certain that we deliver the greatest possible value to our taxpayers,” Clark said.  Many of Paul's ideas for leading and transforming New Castle County Government came from his business experience and over 25 years of civic involvement, including civic associations, parent – teacher associations, and service on government and charitable boards and commissions.

 

Paul's focus has been on:

  • Advocacy for Quality of Life, with a commitment to creating and retaining good jobs, protecting our environment and maintaining community character;
  • Making New Castle County fiscally sound for the future;
  • Providing Stability and Integrity in New Castle County Government;
  • Making County Council – as the “people’s branch” – an integral part   and equal partner of government with Executive Branch;
  • Providing quality core services and making government work for the citizens of New Castle County.

CIVIC EXPERIENCE

Tri-Woods Civic Association 1980-2001
Member; Past President
Leader of an active civic association representing more than 400 homeowners; responsible for grounds maintenance, community events, preparation and implementation of the annual budget.

Christiana School District 1985-1997
Officer; Board Member of PTA
Spearheaded projects for the purchase of new playground equipment, obtaining increased funding for libraries, and the installation of new landscaping.
